Road construction was almost complete.
No manhole covers.
Neighbors installed temporary covers to allow vehicular access.

The manholes were jack-hammered. Cement and metal removed.
By the end of the day it became obvious: A Manhole Remodel!!
Still no covers
Wondering if this is a government project or an independent contractor?
