"...Wipe out Police Corruption..."

My thoughts on the subject
  1. Give them a decent salary.  
  2. Number all tickets, no mimeographed or copied tickets
  3. No money paid without a receipt (should apply to all governemnt offices)
There's most likely plenty more constructive ideas
