No manhole covers.
Neighbors installed temporary covers to allow vehicular access.
The manholes were jack-hammered. Cement and metal removed.
By the end of the day it became obvious: A Manhole Remodel!!

Thirty year average statistics at Thai Meteorology Department from 1961 to 1990 list the maximum temperature in April at 34.7 Celsius.
More recent statistics at Meoweather list the absolute maximum April temperature at 41.1 C.
From the looks of things, 41C is the new average.
Ironically, expect a break in the extreme heat right during the Songkran Festival

Improvement of water reservoirs, waterway construction, flood diversion (capture) projects, dredging and the like, should received higher priority than high speed trains and super highways
A long history of floods and droughts should be a lesson of worse yet to come.
