The poster advertising the Sakon Nakhon celebrations indicates there is a parade, unfortunately no time is indicated. 
From past experience, I'd suggest early to mid afternoon on Thursday.

Over the past weeks there have been some heavy breezes here in the city.
Locally light winds with occasional gusts around 25 mph.
It's a different story of the Seka experience
is a subdistrict (tambon) in Seka District, in Bueng Kan Province, bordering Sakon Nakhon's north

I prefer to drink melons and cantaloupes

I use a blender, not a juicer, the pulp is just as nourishing as the juice
One Cantaloupe equals one large glass.
To preserve the drink for another day, add a shot of vodka.

The coke sign on highway 223 should soon be replaced  with a Fat Pig sign. Soon ! !

Keep in mind most of these scenes were filmed about a year ago.
 Since then quite a bit of effort has been made to eradicate the problem.
Most likely the trade still continues to some degree underground.

Noticed a couple speedboats docked nearby
