Of note:
The brochure indicates that Suk Kasem Road will be closed to vehicle traffic, daily from 10 am to 4 pm.
My translation was not specific, but it seems unlikely that the entire road will be closed.  I'm going to stick my neck out and say it's that section of the road where the food fair takes place.
The brochure also does not indicate a parade route.
Again I'll stick my neck out and say anywhere along Suk Kasem Road

50 km round trip loop from Sakon Nakhon to Tao Ngoi

A few years ago Tao Ngoi suffered a severe drought and water shortage. They began building a dam to restrict the waterflow.  I had been interested how things progressed

Yesterday I drove a 50 km round trip loop from Sakon Nakhon to Tao Ngoi. During the 29 km return trip I passed 5 "Road Checks," in preparedness for the Songkran holiday. The area of the return trip is rural and not heavily populated.
