Change of plans?

It looked like my neighbor had planned on building a road early this month Then on the second day of soil delivery there was as discussion which ended the work.  The road was closed off and trespassers warned A few days later a tractor was busy at the east end of the property.   No new soil was delivered.  An embankment was built, creating what might become a pond of sort
