Songkran Sakon Nakhon

The Thai New Year, Songkran is normally celebrated on 13, 14, 15 April. If any of those holidays fall on a weekend, additional days are added.  At other times days are added purely for economic tourism purposes.
Hours before the parade a stop at the assembly area is worthwhile

Waterproof bags for mobiles and wallets highly recommended, are readily available. If your phone gets wet, remove the battery and stick everything in a small bag of rice. Dry rice absorbs moisture.

For good pictures you want the sun behind you. Best stand in an open restaurant or store.  As a rule water is not thrown into a building

Uncooked rice is one of the most useless things you can put a wet phone in.
Here are the results of an experiment, and the list of everything better than rice for drying your phone.
We wanted to see if rice is really all it’s cracked up to be. We tested six common household materials to see which could absorb the most water from a wet sponge in 24 hours:

Cat litter
Couscous (pearl)
Classic rolled oatmeal
Instant oatmeal
Instant rice
Silica gel (crystal kitty litter)
Uncooked rice
Rice is most definitely not king

Dry, uncooked conventional rice was the worst of the seven options we tested. It absorbed the least water in 24 hours, losing out to silica gel, cat litter, couscous, instant oatmeal, classic oatmeal and instant rice.
