I'm guessing it's a legend:  There's a submerged buddha statue and even a shrine out there in Nong Hahn.
Reason I have such thoughts: We had a very limited rainy season. Counting the steps, we are almost two steps lower than in January.
You have to hope for some spring rains early in the new year
