On the first day Sakon Nakhon Royal Longboat races ::::::: October 13, 2016

Get to the waterfront park fairly early for a good seat for the 'boat parade on the lake 
Sometime after 8 am the trophy delivery parade begins.  Usually there's a delay waiting for the dignitaries to be in place.   
While you're waiting for the festivities to begin you can watch a few practice boat races. 
A short ceremony (includes speech) is held at the grandstand

The boat procession on the water is also a competition of the Peacock dancers  

Long boat races continue all day with plenty to see and do along the waterfront.   
An evening vist to the municipal field and the foodfair should be on your agenda.

Sakon Nakhon Long boat races and Wax Castle Festival

Have not seen any web announcements of the dates and activities.
Generally these celebrations are held to coincide with the end of the Buddhist Lent.
This year that's Sunday, 16th October 2016.  It's a newly enforced no alcohol day.
Celebrations start October 12 with two days of longboat races. The races are started with a land and boat parade.
The Wax castle Parade is held October 15. 
The final day is a temple visiting day.
There are plenty activities every day and evening.
