I suspect the call not to use ice will be largely ignored

Your scalp doesn't need a brainfreeze. Room temperature seems to work best for me.
Rubbing alcohol diluted in water has a great temporary cooling effect on your skin.
At home I soak the shirt and shorts I'm wearing, the dampness has a cooling effect, especially if you stand in front of a fan.
Out in public, wear a wet bar or kitchen towel as a neck scarf. Might look silly, but it serves a purpose!!

Thirty year average statistics at Thai Meteorology Department from 1961 to 1990 list the maximum temperature in April at 34.7 Celsius.
More recent statistics at Meoweather list the absolute maximum April temperature at 41.1 C.
From the looks of things, 41C is the new average.
Ironically, expect a break in the extreme heat right during the Songkran Festival
