Some weeks ago, apparent government employees dropped off these larger than standard sized tea bags. The instructions were, drop them in standing water and mosquitoes won't lay their eggs there.
They also claimed that this mixture would not contaminate water.
The bags contain granules similar to super fine sand
Any idea as to what it may be?
